Postponed promotion of non-cadre officers of DPHE

The seniority meeting of 84 assistant engineers recruited from non-cadre and PSC in various projects of the Department of Public Health Engineering (DPHE) ended without a decision on promotion. A promotion meeting was held in the conference room of the local government department this Wednesday afternoon. There some officers objected to the promotion of non-cadres. DPHE is an institution under the Local Government Department of the Ministry of Local Government, Rural Development and Cooperatives.

Today's meeting was presided over by the secretary of the local government department. Mezbah Uddin Chowdhury. The promotion meeting was held in the conference room of the local government department.

When asked about the meeting, the secretary said. Mezbah Uddin Chowdhury said that the promotion of non-cadre officers was discussed in the meeting. There a committee was asked to report the gradation (seniority) of the officers. The committee did not report. So earlier asked to fix the gradation list. Will be promoted later.

There is no promotion of 25 cadre officers directly recruited through BCS in the Directorate who are hoping for promotion. However, there were allegations of haste in providing seniority from the post of assistant engineer by including 84 assistant engineers appointed from various development projects, non-cadre and PSC.

Officers recruited directly to 30th, 31st and 32nd BCS through PSC, hoping for promotion, were disappointed when non-cadre officers were promoted.

According to DPHE sources, none of those proposed for promotion in today's meeting had attended the six-month basic training like the cadre officers. Did not appear in any departmental examination. Their jobs in the cadre were not permanent. They have not appeared in any senior scale examination. Apart from this, the case regarding their promotion is ongoing in the High Court department.

A review of the documents available from the Ministry of Local Government, Rural Development and Cooperatives shows that a meeting regarding the promotion of these non-cadre officers was held on July 22, 2020. The then secretary Helaluddin Ahmed presided there. In that meeting it was decided that non-cadres are not eligible for promotion. They do not have seven years of experience in the post of assistant engineer.Apart from this there is no opportunity for promotion except following the seniority list approved by the authority. Apart from this, all the qualifications including passing the departmental examination, permanent employment, passing the senior scale examination must be there for promotion.
